U.S. Senator. Educated at Dickinson College, he entered politics and was a member of the Delaware State House of Representatives, (1853-54). He then studied law, was admitted to the Bar in 1857 and opened a law practice in Dover, Delaware. In 1871, he was elected as a Democrat to the U.S. Senate, serving until 1889. An unsuccessful candidate for reelection, he served as chairman of the Committee on Privileges and Elections for the Forty-sixth Congress and as chairman of the Committee on Engrossed Bills, for the Forty-seventh through Fiftieth Congresses. Retiring from politics, he resumed the practice of law until his. Upon his death, he was interred at Silver Lake Cemetery, Dover, Delaware and his cenotaph is in the Saulsbury Family Cemetery, Kent County, Delaware. His brothers were Delaware Governor Gove Saulsbury and U.S. Senator Willard Saulsbury.
