Born in Rymal Station, Ontario, William Allan enlisted into Company C of the Royal Canadian Field Artillery at the age of twenty-four to serve in the Boer War. He would be discharged on January 10, 1901 and was awarded the Queen's Medal with four clasps.

He was the son of James Allan & Barbara Carnegie and brother to James, Jr. & Alex Allan. He was the husband of Mary J. Rice and father of James, Barbara, Rena, Gordon, Martha, Jane and Mary Alberta.
