James Frank "Jim" Payne was born May 8, 1948 in Belleville, Illinois to Major Jesse F. and Maxine (Vaughn) Payne. He graduated Iowa Park High School and attended college at Midwestern University. He was married to Rebecca Nell Stewart on October 24, 1981 in Brownwood. They were members of Coggin Avenue Baptist Church. He worked as an over the road truck driver for many years and later worked for Superior Cable. He loved his cats and dogs and caring for the fish in his aquarium. He is survived by his mother, Maxine Payne of Wichita Falls; two brothers, William Payne of Houston and Mike Payne; a sister, Penny Mattos of Iowa Park; sisters-in-law, Linda and Peggy Stewart of Brownwood; two cousins, Terry Blackburn of Brownwood and Peggy Moon of DeLeon; an uncle, Orlan Vaughn of Colorado; and numerous other nieces and nephews. He was preceded in death by his wife of 32 years, Rebecca Payne on December 19, 2013; and his father, Major Jesse Payne.
