The daughter of Joseph Steele and Charlotte Jackson Steele.

Born in Saint-John, New Brunswick, Canada, Charlotte arrived in the United States about 1851. She married George Washington Rowell about 1865. They were the parents of four children: George Washington, Jr., Charlotte S., John Cidney and Thomas Baird.
