U.S. Congressman. He studied law, was admitted to the bar and practiced law in Dunlaps Creek, Pennsylvania. He was justice of the peace of Dunlaps Creek, in 1773, a member of the First Pennsylvania Assembly, in 1776, a member of the supreme council, in 1777 and upon the formation of Washington County, Pennsylvania, in 1781, he was appointed prothonotary, serving until 1789. In 1789, he was elected as a Pro-Administration candidate to the First Congress, serving until 1791. Declining to be a candidate for reelection, he was again a member of the Pennsylvania Assembly, in 1791. He was again elected as a Pro-Administration candidate to the Third Congress, serving (1793 to 1795).
