Connecticut Governor. He graduated valedictorian from Yale University in 1846, studied law, was admitted to the bar in 1848 and opened a successful legal firm in New Haven, Connecticut. Entering politics, he was a member of the Connecticut House of Representatives, (1865, 73, 84). In 1885, he was elected as a Republican the 35nd Governor of Connecticut, serving until 1887. During his term, the Bureau of Labor Statistics was founded, probate laws were edited and two mills were instituted with a state tax. After leaving office, he retired from public service and practiced law.
