Roman Catholic Cardinal. The eldest of nine children, Rosà born Sebastiano Baggio showed promising intellectual skills since early childhood, who entering seminary in Vicenza, was successively sent to Rome in order to further his studies at the the school of paleography, diplomacy, and library science of the Vatican City. Frequenting furthermore the Pontifical Gregorian University, he earned a degree in canon law in 1938 with such merit that he was also bestowed with a gold medal. Ordained priest by Bishop Ferdinando Rodolfi on December 21, 1935, the following year he entered the diplomatic service of the Holy See, being named attaché of the apostolic nunciature in Austria in 1938. Serving the same office in El Salvador and Guatemala from 1938 until 1940, successively he served as secretary of the apostolic nunciatures of Bolivia, Venezuela and Austria. Chargé d'affaires of the nunciature in Colombia between 1948 and 1950, thus during the difficult period known as "La Violencia", Baggio went on to act as substitute of the Sacred Consistorial Congregation from 1950 till 1953, being in the meantime named national chaplain of the Italian Catholic Scouts and liaison between the Holy See and the International Federation of Scoutism in 1950. Appointed apostolic nuncio in Chile, he received his episcopal consecration with the titular see of Ephesus in Rome from Cardinal Adeodato Piazza OCD., on July 26, 1953. Named apostolic delegate in Canada on March 12, 1959 and apostolic nuncio in Brazil on May 26, 1964, Pope Paul VI created him cardinal deacon in the consistory of April 28, 1969 with the deaconry of Ss. Angeli Custodi a Città Giardino and appointed him archbishop of the metropolitan see of Cagliari the following June. Named prefect of the Sacred Congregation for Bishops on February 26, 1973, in December that year he opted for the title of San Sebastiano alle Catecombe, being later named cardinal bishop of the suburbicarian see of Velletri in December 1974, which title would eventually become united as Velletri-Segni. One of the three presidents of the Third General Conference of the Latin American Episcopate, he resigned the prefecture of the Congregation for Bishops in April 1984, after being named president of the Pontifical Commission for the State of Vatican City. Bailiff Grand Cross of Honour and Devotion of the Sovereign Military Order of Malta of which he would ultimately become cardinal patronus, and knight grand cross of the Order of Saints Maurice and Lazarus, he served as president of the Pontifical Commission for Vatican City State between April 8, 1984 and October 31, 1990, and camerlengo of the Holy Roman Church from March 25, 1985 until his death. Vice-dean of the Sacred College of Cardinals as of April 15 of the following year, retiring from the said presidency in 1990, a brain hemorrhage brought his end at the Policlinico Agostino Gemelli less than three years later. Known for his love of objets d'art and antiquities, as well as for his passion for archaeology, contemplation amidst greenery and flowers, mushroom collecting, biking and mountaineering, his avid scoutism was somewhat renowned during his days in Latin America when he used to pilot a small plane made available for his use in order to prepare the 1950 Jubilee. Affable, smiling, squat and somewhat worldly, Baggio in private supported many charitable works and did good mostly by stealth. Deeply attached to his native Rosà, he not only willed that his remains were to be buried in the family tomb inside the local cemetery, but also bequeathed various archaeological pieces, ancient geographic and topographic maps and books to the local comune, placed on a permanent display in the latter's offices to this day. The main square adjacent to the local duomo, has been since renamed in his memory.
