U.S. Congressman. He graduated from Brown University, Road Island, in 1825, studied law, was admitted to the bar in 1833 and commenced to practice law in Woonsocket, Road Island. He was appointed Attorney General of the State of Rhode Island in 1854. In 1859, he was elected as a Republican to the Thirty-sixth Congress, serving until 1861. An unsuccessful candidate for reelection, he was appointed US Minister to Peru, serving (1861-66) and was the delegate from the State of Rhode Island to the Loyalist Convention held in Philadelphia, in 1866.
