US Congressman. A native of Ceres, Pennsylvania, he served as a Colonel in the United States Army during the Spanish-American War. Elected to represent Wisconsin's 9th District in the United States House of Representatives, he served from 1889 to 1891. He also served as a Member of the Wisconsin State Senate from 1873 to 1874, Member of the Wisconsin State Assembly from 1880 to 1882, and as Governor of Arizona Territory from 1897 to 1898.
