Pittsburgh Mayor. Born in Old Allegheny, Pennsylvania, he was a glassmaker by trade and active in the early labor movement. His union connections got him seated on Pittsburgh's City Council in the late 1890s and he was elected County Coroner in 1904. He served as the Mayor of Pittsburgh from 1914 to 1918. Armstrong was nicknamed "Joe the Builder" for the many public works projects begun during his administration, most notably the massive City-County Building (1917), which still stands. Pittsburgh's Armstrong Tunnel (1927) was named for him. He went on to become Allegheny County Treasurer and Chairman of the County Commissioners. Armstrong was also a Pennsylvania delegate to the Republican National Conventions in 1916, 1920, and 1924.
