Ruth passed away at Willamette Valley Hospice Center's Edward Tokarski House after complications from pneumonia.

She grew up in south Salem with her parents Flora and Albert Brownlee. Ruth graduated from Salem High School in 1942 and married Lee Surgeon while he was in the U.S. Navy. They enjoyed 50 years of marriage before Lee's death.

They had three daughters: Mary Lou, Jody, and Nettie. Grandchildren include: Lisa, Amanda, Michele, Iain, and Angie. Great-Grandchildren include: Jordan, Madison, Michele, Iain, Cameren, Kellie, and Bentley.

Private services will be held by the family at Willamette National Cemetery.

One of Ruth's favorite poems that depicts her life and love of home and family is by Henry Wadsworth Longfellow:

Home-keeping hearts are happiest,
For those that wander they know not where
Are full of trouble and full of care;
