US Congressman. During his first years he attended a country school house in Chester County, Pennsylvania. He grew up working on his family's farm with his other six siblings. He opened a produce stand and with the proceeds paid his way through State Normal School and began working as a school teacher in 1887. In the following years, he became principal of the Marshalton schools. He attended the University of Michigan where he gained a reputation for his sportsmanship where he became known as "Big Jeff." He played both guard in football, first base for the baseball team and became a champion debater and orator. He graduated from Ann Arbor in 1892 and began to practice law after relocating to Omaha, Nebraska. He also was head football coach at Doane College (University) for one season to supplement his then meager legal earnings. In 1896, he was appointed as deputy county attorney. Active in politics for several years, he was elected chairman of the Republican State Convention in 1910. He was elected in 1919 to represent Nebraska's Second Congressional district. He served until 1923. He continued his law practice after returning from Congress.
