Information on his pre-marriage years has not been found, until his marriage 28 Feb 1802 to Ann "Nancy" Manning, in St. Mary's County. By 1803, he and Ann have moved to Washington, DC where he finds work as a toll taker on the 12th Street Bridge. While living and working in D.C. they retained the family farm, "Bellville" in SMC and in the 1820 census are enumerated in both DC and SMC.
Joshua and Ann went on to have a total of thirteen children, beginning with Robert F. Millard, born 1803, my ggggfather, who in 1835 moved to Mexico>Texas>Nacogdoches.

Joshua died in Washington, D.C. 1 June 1832. Records of burials (Tice) in SMC show that he was brought back to St. Mary's County for burial in the Old St. Aloysious Church Cemetery. There is no marker on a grave since there was no hard rock (limestone, granite) available in SMC to use for gravestones at that time. The gravesite of Ann is probably adjacent to where Joshua was buried.
His estate was probated 22 July 1836 in SMC with court records showing the distribution to wife, Ann, and all thirteen of the children are living and named in the court document.
