Whiteford Smith "Junior" Moore, Jr. was born July 30, 1928 in Ludowici, Long County, Georgia to Clyde McClelland Moore and Whiteford Smith Moore, Sr. He had one older sister, Ernestine Lee Moore Marsh. He was especially close to his first cousins, Kathleen Bell Neely and Lois Bell Myatt. (Their mothers were sisters.) Growing up, the Bell and Moore cousins spent part of the summer on the Moores' farm in Ludowici and part of the summer in the city at the Bells' home in Savannah, Chatham County, Georgia.

Whiteford graduated with a degree in civil engineering from North Georgia College (now part of the University of North Georgia) in Dahlonega, Lumpkin County and worked for the Georgia Department of Transportation. About 1956 he married (Betty) Sue Roberts Moore, whom he met while they were both students at North Georgia College, and they had one daughter, Lynda Susan Moore Combs. Around 1959 the family lived in Thomaston, Upson County, Georgia, but for the most part the family lived in LaGrange, Troup County, Georgia. Sue and Junior were widely thought to be two of the world's most attractive people. Whiteford died on May 15, 1994 in LaGrange at age 65 and is buried at High View Cemetery in Gray, Jones County, Georgia near his wife and her parents. His ancestry was Scots, Scots-Irish, English, German, and--through the Martin, Strickland, and Moore surnames--Native American (Lumbee).
