Leroy Elbert was born in Ohio, but moved to Iowa with his family as a young boy. He was appointed to the U. S. Military Academy from Iowa, and graduated on June 24, 1861, 28th in a class of 34. Number 34 in the class was George Armstrong Custer.

Lt. Elbert was assigned to the 3rd U. S. Cavalry and participated in several major battles. These included first Bull Run, Yorktown, Williamsburg, Antietam and other actions of the Army of the Potomac. He also served on the staff of General Stoneman. He was promoted to Captain on March 11, 1863. Died on a riverboat on the Mississippi River while en route to an assignment at St. Louis, MO.
