Maine Governor. After being admitted to the bar, he practiced law in Oldtown, Maine. He held various state executive, judicial, and legislative offices from 1835 to 1855. During the Civil War, in 1862, he switched from the Democratic to the Republican parties because of his strong abolitionist beliefs. He fully supported the war effort and served in the state house of representatives from 1862 to 1863. While serving in that office, he was elected governor of Maine in 1863 and reelected in 1865. As war governor, he enthusiastically supported requests from the federal government for troops and supplies. When he left the governor's chair in January of 1867, he resumed the practice of law in Augusta until his death there in 1870.
