Merle was born to Charles John Karnopp (1887-1958) and Louise Cornelia McWillams (1891-1990). On 8 Oct 1930 he married Gertrude Ward (1911-2004)at the Grace Church in Lincoln. From this union were born infant daughter Karnopp and Dennis C Karnopp.

From 1928-1936 Merle owned and operated a grocery store in Lincoln. He was a employee of S S Kresge from 1936-1942. In 1942 he was appointed deputy sheriff and in 1952 was elected sheriff for seven consecutive four terms. Merle graduated from the National FBI academy in 1948. He was instrumental in arresting the serial killer Charles Starkweather.
