Bill was a son of Thomas Fallon and Annie Keaney, both Irish immigrants to Worcester, Massachusetts, where Bill was born. He was the oldest of eight children, two boys and six girls. They were:

Bill was a plant analyst for the phone company and tested an early version of the "radio car," a precursor to modern cell phones.

Bill's only son, Billy, was a U.S. Marine who was killed on Iwo Jima at the age of 17.
