Following service with the United States Navy, he attained his law degree from Georgetown University and commenced practicing. He entered the political arena when he became a member of the Fairfax County Board of Supervisors. During his tenure in Congress, Harris spearheaded efforts to expand Virginia's Metro System and fought for increased funding for military pay. After his political career, he resumed practicing law.
