Rachel Virginia was a daughter of Jacob & Mary A. Bishoff Bower. She was the wife of Charles M. Carroll. They married on December 8, 1875 in Preston County, West Virginia according to their marriage certificate.

Adoption of infant girl born 2 Jun 1884 whom Charles and Virginia adopted and named DeEtta Bell Carroll. Her natural parents are unknown. She later died this same year in September.

Adoption 23 Apr 1877 - Charles & Virginia legally adopted his grand nephew, Roy Bishop and named him Roy Charles Carroll.

They had no known children of their own.
