Specialist, Fourth Class Franks was a member of 244th Aviation Company, 164th Aviation Group, 1st Aviation Brigade. On March 23, 1968, he was the observer in a Grumman Mohawk Aircraft (OV-1C) flying over the Hau Giang River near Can Tho, South Vietnam. To avoid a collision with two Navy helicopters, his aircraft swerved and crashed into the Hau Giang River. His remains were not recovered. His name is inscribed on the Courts of the Missing at the Honolulu Memorial
