Known as "Bill", he was an artist and painter. He was a sketcher, columnist and had a weekly nature column in The Woodstock Observer, Woodstock. These interesting nature stories were later published privately as "The Ramblings of the Woodstock Observer." Bill was a Universalist like many of his family. — 7 July, 1905: “Will Skinner has gone to the Maine woods for a short time.” —15 Sept., 1905: “Will Skinner returned last week from a several weeks’ hunting and fishing trip in the Maine woods.” —14 Nov., 1907: “Will Skinner divided his venison among his friends, the Rebekahs and Odd Fellows getting a goodly portion and enjoying quite a spread on Tuesday evening, Nov. 5, of venison pie and necessary accompaniments.” — 17 Feb., 1916: “Wm. L. Skinner of Proctorsville, has compiled a list of some of the most common birds which may be seen about here. New birds will be added to the list as they appear in this vicinity. Mr. Skinner has kindly consented to aid the Green Mountain Audubon class in this way and the list will be of interest to all bird lovers. He names the common tree sparrow, common goldfinch, pine grosbeak, redpoll linnet, snow bunting, blue jay, grouse or partridge, red-breasted nuthatch, white-breasted nuthatch, chickadee, downy woodpecker and the common screech owl.”— 3 March, 1919: “At a meeting held in engine hall Tuesday evening, a Proctorsville Boy Scout patrol was organized with William Skinner as scout master.”
