Frank was born at Scottsville, Kansas April 9, 1903 and was graduated from the Jamestown high school in 1922, attended Kansas State University at Manhatten and was graduated from Fort Hays State College. He was Missouri-Pacific employee at Scandia, later published the the Cuba Tribune newspaper at Cuba and the Republic County Review at Courtland.
He was a resident of Concordia after quitting the newspaper business, operating a syndicated cartoon service. He moved to Topeka in 1939. He had served as a safety officer at the Topeka supply depot at Norton Air Force Base at San Bernardino, California and as a safety instructor at Kelly Field in Texas.
