He was the son of James B. and Sarah (Brownell) Francis. He was baptized in Lowell, MA, in June 1840 at St. Anne's Episcopal Church

Veteran of the Civil War.

He enlisted in Co. A 2nd Infantry Regiment Massachusetts as a 2nd Lieutenant on May 25, 1861 at the age of 21. He was Promoted to 1st Lieutenant on Nov. 1, 1861. Promoted to Quartermaster July 14, 1862. Promoted to Full Captain on Aug. 10, 1862. Promoted to Full Major July 4, 1863. Promoted to Brevet Lieutenant Colonel March 13, 1865. He mustered out July 14, 1865. Died in Lowell Massachusetts Dec. 1, 1898.
