A native of Bridgewater, Monsignor Francis Joseph Edward Grimshaw was educated by the Irish Christian Brothers at St Brendan's College, Bristol, then in Berkeley Square in central Bristol. Ordained priest at Bristol on February 27, 1926, he was appointed bishop of the diocese of Plymouth by Pope Pius XII on June 2, 1947, receiving his episcopal consecration on the following July 25, from Archbishop Joseph Masterson, assisted by Bishops William Lee of Clifton and Edward Ellis of Nottingham.

Promoted to the Archdiocese of Birmingham on May 11, 1954, he died in office in Edgbaston, Birmingham, aged 63 after a long illness and was buried at St. Mary's College, Oscott, Sutton Coldfield. Several schools have been since named after him.
