Son of James Frank Mackey and Mildred Ruth Bloomer Mackey, Frank served in World War II in the Tank Destroyers. After the war he returned to his father's small construction business, becoming a partner with his father and brothers. In the early 1950's Frank attended Oklahoma Baptist University and began pastoring small Baptist churches in Oklahoma. He attended Southwestern Theological Seminary in Ft. Worth, Texas. In 1966 he moved the family to Portland, Oregon and until retirement pastored churches in the Pacific Northwest.
