Son of John J. Foye and Julia Lillian (Rock). Brother of Elizabeth R. (Foye) Clifford, James Henry Foye, Marion Theresa (Foye) Bush Beach, and Delia M. Foye. Half-brother of Hattie/Harriet Mabel (Whitcomb) Reed Pitts, Albert Everett Whitcomb, Hazel Isabel (Whitcomb) Werth, and Wayland Gordon Bowen. Husband of Grace A. (Foley), whom he married in 1926 in Boston, Massachusetts. Father of one daughter, Barbara Alice (Foye) White, and one son, John Richard Foye.

He had been employed as a lineman for a telephone company and, later, as a truck driver.
