Born Ora Mae Victory, she was the second child and first daughter born to the union of Earl Victory and Ida Mae Guest Smith Victory. Her mother had previously been widowed, and Ora also had two older half sisters from her mother's first marriage: Jaunita "Wannie" Smith and Bonnie "Sissy" Smith.

Ora was the first of her extended family, and the only of her generation to attend and complete a college education. She earned a degree in nursing, was a registered nurse, and enjoyed a long career in public health. As a young woman she contracted tuberculosis, which she successfully overcame with a stay in a health sanitorium. This inspired her public health career.

She married James Roberts and had a son and daughter with him, both of whom survive. She and James divorced and Ora never remarried.

She developed Alzheimer's and endured a long decline.

She enjoyed an active and happy social life which included a wide circle of family and friends. She was an active member of her church. She enjoyed square dancing, travel, and playing cards. She had a happy heart and a compassionate nature. She was a joy to be around.

She exemplified the scripture which reads:
And what does the LORD require of you
But to do justice, to love kindness,
And to walk humbly with your God?

Her family and friends will grieve the passing of this dear woman forever, but we are comforted in knowing that she was met in heaven with the greeting, "Well done, good and faithful servant."
