Sam graduated with his brother in law, Joseph F. Cabery, in 1929 from the Boston Police Academy where he served for the rest of his life, both in South Boston, then Back Bay Station. He married Mary Ann Cabery (Carberry) of Cambridge and raised his family in Dorchester. He buried his eldest son, Joseph Fredrick Higgins, during WWII. His son Joseph and one of Joseph's Granddaughters share a plot not far from Sam and Mary Ann.
Sam suffered a heart attack while driving on the newly open Toll Road in 1957, (MassPike) and is rumored to be the first technical fatality on the Pike, he died a few months after retiring from a life long police career.
He is described by those who knew him as a great man, fun, and kind.
