Premier of Quebec. A native of Sainte-Agathe-des-Monts, Quebec, Bertrand studied law at the University of Montreal before he was admitted to the bar in 1941. A member of the Union Nationale Party, he was elected to Quebec's Legislative Assembly in 1948 representing the Missisquoi district, a post he held until his death in 1973. In 1958 he was appointed Minister of Lands and Forestry in the cabinet of Quebec Premier Maurice Duplessis, a post he also held under Duplessis' successor Paul Sauvé. Following Sauvé's death in 1960, he briefly served as Minister of Youth and Social Welfare under Premier Antonio Barrette. In 1966 he was appointed to the cabinet of Premier Daniel Johnson Sr. serving as Minister of Education until 1967 and Minister of Justice until 1968. Following Johnson's sudden death on January 2, 1968, Bertrand was chosen leader of the Union Nationale and would serve as the 21st Premier of Quebec until 1970.
