U.S. Congressman. He served in the United States House of Representatives from 1915 to 1933 as a representative of Washington state's 2nd Congressional District. He received his formal education from Bloomingdale Academy in Indiana and Illinois Wesleyan University in Bloomington, Illinois. Prior to being elected to Congress, he taught school in Rockville, Indiana and practiced law in Bellingham, Washington. He was defeated for re-election to the House in 1933. Following his defeat he resumed a private legal practice in Washington, D.C. before retiring in 1940.
