US Congressman. He served in the United States House of Representatives from March 1869 to March 1873 as a representative from the Washington Territory. Prior to being elected to Congress he served as a delegate to the Kentucky state constitutional convention in 1849 and as a representative from Kentucky to the Democratic National Convention in 1856. He was a member of the California State House of Representatives from 1853 to 1854 representing the 12th District and served as surveyor general of the Washington Territory from 1866 to 1869. He was defeated for re-election to the House in 1872. Following his defeat he was appointed collector of customs for the Puget Sound District in 1873. Following his service as a customs official he established private law practices in the cities of Seattle and Washington D.C.
