Charles Walter Shelley was born on May 23, 1875 in London, England to Arthur Charles Shelley and Henrietta Dianna (Ware) Shelley.

In 1905, Shelley immigrated to Canada and settled in Quebec. Between 1906 and 1908, he attended McGill University. In 1909, Shelley graduated from the Presbyterian College, in Montreal, Canada. His first assignment was in Valleyfield, Quebec.

Shelley Married Sara Janet "Sadie" Bethune on May 3, 1910 in Valleyfield, Québec, Canada. Two children were born to the couple: Gordon Shelley and Elva Ruth Shelly.

In 1913, he left Valleyfield to lead the First Presbyterian Church in Brockville, Ontario. On March 21, 1916, he was given a commission as a Chaplain in the 59th Battalion of the Canadian Expeditionary Force. During the war, Shelley served in England and Salonika.

After returning from overseas, he was called to lead St. Andrew's in Sault Ste. Marie, Ontario, which he did until being dismissed in May 1921. In 1928 he was working as the pastor of the First Baptist Church in Ocean City, New Jersey.

Shelley passed away on April 27, 1941 in Tyler County, West Virginia.
