US Congressman. A member of the New York Assembly from 1909 to 1913 and the New York Senate from 1913 to 1922, he was elected as a Democrat to represent New York's 15th Congressional District in the United States House of Representatives, serving from 1922 until 1938. He declined to run for reelection in 1938 and was completing his final term at the time of his death.
