Youngest son of Paul Dillingham, late Governor of Vermont, and Julia (Carpenter) Dillingham. He was the brother of Col. Charles Dillingham, and William Paul Dillingham. His brother, Edwin, who was a major in the 10th Vermont Infantry, was killed in the Battle of Opequan on 19 Sep 1864. Frank was elected justice of the peace of the 1st and 7th Districts of Milwaukee, WI. He was appointed deputy collector of internal revenue for the 1st District of Wisconsin and later U.S. Counsel to Italy. He moved to San Francisco in 1882 and organized the Consumers' Ice Company among other interests. On 3 June 1883 he married Minnie Louise Sneath of San Francisco, daughter of Hon.
