Civil War Union Army Officer. The son of Secretary of War James Madison Porter, he graduated from the United States Military Academy at West Point, New York in 1856. He served in the 2nd United States Regular Cavalry up to the Civil War, and was still part of the unit when it was re-designated as the 5th United States Regular Cavalry. He was transferred to the Commissary of Subsistence Department in August 1861, and was eventually commissioned as a Lieutenant Colonel of Volunteers. He served in that duty through the end of the war, and was mustered out of the Volunteer service in July 1865. He died a month later.

On March 13, 1865 he was brevetted Major, US Regular Army for "faithful and meritorious services during the war".
