US Congressman. A member of the Democratic Party, he served for two consecutive terms in the US House of Representatives from Utah's 1st congressional district, from March 1917 until March 1921. Born Milton Holmes Welling, he received a bachelor's degree from the University of Utah at Salt Lake City, Utah. After serving as a Mormon missionary from 1896 until 1898, he engaged in various business practices, as well as president of several Mormon Church congregations. In 1911 he entered politics when he was elected to the Utah Legislative Assembly, serving until 1915. The following year, he was elected to the US House of Representatives, succeeding 7-term Republican Joseph Howell. In 1920 he declined to run for his congressional seat and ran unsuccessfully as a Democratic candidate for the US Senate. Afterwards, he returned to his business and religious pursuits and state politics, serving as Utah's Secretary of State from 1928 until 1937. In the 1940s, he served as an auditor with the US Army Air Force as well as the War Assets Administration in Salt Lake City. He died at the age of 71.
