US Congressman. He graduated from the University of Rochester in 1875 and became a lawyer in 1878. From 1878 to 1879 he was Chemung County District Attorney and he was owner of the Elmira Daily Advertiser newspaper from 1879 to 1896. Fassett served in the State Senate from 1884 to 1891 and was Senate President from 1889 to 1891. He served as Secretary of the Republican National Committee from 1888 to 1892. After running unsuccessfully for Governor in 1891 Fassett was appointed US Customs Collector for the Port of New York, but served only six weeks before resigning. In 1904 he was elected to the US House of Representatives. He was reelected twice, serving from 1905 to 1911. Fassett was an unsuccessful candidate for reelection in 1910, afterwards becoming active in banking, mining and several other businesses. He traveled extensively in the Far East as part of these enterprises, and in 1912 was among the first Westerners to visit the royal court in Korea. Fassett also became a noted philanthropist, aiding Elmira College, Elmira's First Baptist Church, and several Chemung County parks, playgrounds and social service agencies. He died in Vancouver while en route from a business trip to Japan and the Philippines.
