Byron was the youngest of three children born to Frederick More Rouse and Sarah Arvilla More Rouse. He had three half-siblings from his father's first marriage. He was raised initially at French Creek, New York where his father was a cheese maker. His parents divorced about 1925 and his mother relocated to Mina, New York where she was a farmer. She married next to Arthur Deforest Ives who was a garage machinist at that place. Byron joined the United States Navy in 1934 and served as Second Class Fireman on the U.S.S. Saratoga. In 1936 he spent the winter on the U.S.S. Pecos stationed at Manila, Phillipines. He resided at Findley Lake, New York in 1940 and he married to LaVera Ann Spencer on 16 November 1943 at Erie, Pennsylvania. In 1947, they resided at Chippewa Falls, Wisconsin. In 1957, Byron was a teacher at Erie Business College at Findley Lake. They resided at Westfield, New York in 1959 and he was a resident of Findley Lake at the time of his death. Byron and LaVera were the parents of two children.
