Costa Rican Statesman. He served as the President of Costa Rica from May 8, 1982 to May 8, 1986. He was one of the founders of the National Liberation Party (PLN) in 1951. He was named a deputy in the Legislative Assembly, at age 24, making him one of the youngest to reach such rank. He later served as Costa Rica's first ambassador to Israel. In 1982 he was elected president and served until 1986. During his term in office, he made some improvements to the nation's economic situation and later allowed the CIA to set up "unofficial" strategic outposts along the Costa Rica-Nicaragua border in exchange for American financial aid.
