US Congressman. A member of the Republican Party, he served the 26th (1973 to 1983), 22nd (1983 to 1993) and 20th (1993 to 2003) Congressional Districts from the State of New York in the United House of Representatives. Born into a Jewish family, he served with the 19th Bomb Group of the United States Army Air Corps during World War II. During his experience, he flew 35 missions over Japan and earned the Distinguished Flying Cross and the Air Medal with Oak Leaf Clusters. Following his return home, he attained his Bachelor of Science degree from the Wharton School of Business and Finance. He earned his law degree from the University of Pennsylvania and was admitted to the bar in 1950. He served as Assistant Attorney General of New York from 1953 to 1955 and served in the New York State Assembly from 1966 until 1972. During his tenure in Congress, Gilman became known for his humanitarian causes, notably to curb world hunger, his support for Israel and his efforts to combat international drug trafficking. Among the committees he served on include the House Post Office and Civil Service Committee and the Select Committee on Prisoners of War and Missing in Action in Southeast Asia. Gilman authored legislation which created the Presidential Commission Against World Hunger and he was the co-founder of the House Select Committee on Narcotics. After leaving office in 2003, he retired to his native New York. The Benjamin A. Gilman International Scholarship Program was named in his honor. He died of complications following hip surgery.
