He was born in Paris, KY in 1818 and educated at his uncle's (Rev. Benjamin O. Peers) Eclectic Institute, Lexington Center College, and educated in medicine at Transylvania University. He practiced the medicine profession in Paris, KY until 1865, prior to moving to Lawrenceville, IL.

Their children were: Wilson Coburn Garrard (past secretary, IL State Board of Agriculture, resided in Springfield, IL),

William Mountjoy Garrard (born in 1850, married Zilpha Barrett of Vincennes, IN in 1879 and had one son, William Mountjoy Garrard),

Nannie Coburn Garrard (born in 1852, married Robert Barrett, of Vincennes, IN, 1881, and had one son, William Mountjoy Barrett of Greenwood, MS),

and Susan Peers Garrard (born in 1854 and married Charles Kenman in 1889, they had the following children: Matilda Kenman, William Kenman, Bettie Garrard, whom died in infancy, and Matilda Garrard).

I am a distant relative of Dr. Garrard (his father, Capt. William Garrard and my great, great, great grandfather, Daniel Garrard, were brothers). Dr. Garrard's grandfather (and my great, great, great, great grandfather) was James Garrard, the second governor of the State of KY.
