Portuguese Prime Minister. He was a 20th-centuryPortuguese politcian. Born Mário Alberto Nobre Lopes Soares, he served as two tenures as Prime Minister of Portugal from July 23, 1976 to August 28, 1978 and June 9, 1983 to November 6, 1985. He also served as President of Portugal from March 9, 1986 to March 9, 1996. He studied at the University of Lisbon and at the Faculty of Law, Sorbonne, Paris, France. He took up a law practice afterwards and started defending political dissidents. By the time that the army-imposed right-wing dictatorship fell in 1974, he had been jailed 12 times and twice experienced exile, in Sao Tome in 1968 and in Paris from 1970 to 1974. In 1964 he and others founded a clandestine society, the Portuguese Socialist Action, which by 1974 had transformed into the Portuguese Socialist Party. He served as foreign minister from 1974 to 1975 as a part of the new but still military-controlled government and he oversaw the negotiations for freeing Portugal's overseas colonies. In 1976 he became the first constitutionally elected prime minister of Portugal since the fall of the right-wing dictatorship in 1974. He was forced to resign two years later after his strict austerity policy had made him unpopular among the citizenry. He came back to power in 1983 and during his second tenure as prime minister, he led Portugal into the European Economic Community. He served as prime minister until 1985, but was elected a year later as president. He was re-elected president in 1991 and served until stepping down in 1996. He ran again for president in 2006, but finished third. During his lifetime, he wrote several books on philosophy and politics. For his work in politics, he received numerous national and foreign awards.
