US Congressman. He was born in Llanuwchllyn, near Bala in Gwynedd, Wales, and immigrated to the United States, settling in Johnsburg, Warren County, New York. He became a school teacher and headmaster, as well as a surveyor. Richards served as Johnsburg's first Town Supervisor beginning in 1807 and held the office several more times before moving to Lake George in 1817. From 1810 to 1812 he was New York State Surveyor. Richards served in the New York Assembly in 1811 and in 1821 he was a Delegate to the New York Constitutional Convention. The following year he was elected to the US House of Representatives as a Crawford Republican, and served one term, 1823 to 1825. Richards did not run for reelection and returned to Lake George. He continued to serve in government, including terms as Warren County Judge. He also surveyed and made numerous maps of the Adirondack Mountains area of upstate New York. Richards also owned more than 1,000 acres and operated various enterprises, including farms, a forge, a furnace and a mill.
