He served as city solicitor of Lawrence, Massachusetts in 1875, 1876, and 1887 to 1890. In 1895, he was elected as a Republican to the Fifty-fourth Congress and to the three succeeding Congresses serving until 1903. Not a canidate for re-election, he was president of the Arlington National Bank of Lawrence until his death.
