David was from County Longford, Ireland. He was one of ten children born to William and Marianne Charters. David perished on the Titanic at age twenty-one, on his way to join his uncle David Vance in New York City. It was said that David's death ushered in a series of bad luck in the family, as five other Charters siblings would go on to die young themselves. His brother Jimmy died at age seven during an operation at home to remove a growth on his jaw, his brother Robert was killed in action during World War I, his brother Willie was killed by the Old IRA and thrown in Lake Gorteen, his brother Alec died of a brain hemorrhage, and his sister Anne died in childbirth. David himself has a memorial plaque in Ballinalee's Church of Ireland, and also has a memorial inscription on his family's tombstone in St. John's Cemetery.
