US Congressman. A member of a family prominent in New Hampshire politics and government, he was educated locally and became a farmer. In 1798 he was appointed US Marshal for New Hampshire, an office he held until 1802. In 1812 he was elected to the US House of Representatives as a Federalist and served two terms, 1813 to 1817. An active militia officer, Cilley served as a Colonel and military aide to Governor John T. Gilman from 1814-1816. After leaving Congress Cilley retired from public life and resumed farming in Nottingham. He was the uncle of Congressman Jonathan Cilley of Maine and US Senator Joseph Cilley of New Hampshire.
