U.S. Congressman. He graduated from the law department of the State University of Iowa, in 1914, was admitted to the bar the same year and commenced to practice law in Waterloo, Iowa. He also engaged in agricultural pursuits and during World War I, served as a Second Lieutenant in the 313th Trench Mortar Battery, 88th Division, U.S. Army, (1917-19). After the war, he was judge of the municipal court of Waterloo, Iowa, (1920-26) and Attorney of Black Hawk County, Iowa, (1929-34). In 1935, he was elected as a Republican to the Seventy-fourth Congress and to the next six succeeding Congresses, serving until 1949. An unsuccessful candidate for re-nomination, he was chairman of the Federal Trade Commission, (1953-59). He died in retirement at age 82.
