British Army Officer. Born in France, he was educated at Addiscombe Military College and received a commission in the Bengal Engineers. In 1875, he became superintendent of works for the building of the Indus Bridge. In 1877, he was promoted Lieutenant Colonel and took part in the second Anglo-Afghan War, receiving the Companion of the Bath (CB). In 1881, he became Colonel and in 1882 commanded the Indian engineer contingent sent to Eygpt. In 1884, he was appointed Engineer in Chief of the Sind-Pishin Railway, made Quartermaster General for India in 1888, and was made Knight Commander of the Star of India (KCSI) in 1889. He was regarded by many for his courage and sympathetic knowledge of the natives, which made him popular among the frontier tribesmen.
