Actor, Voice Actor. Born in London, England, Jay was a member of the Royal Shakespeare Company. He had successful careers on stage, screen and TV, appearing in over 120 film and TV credits both as a live action and voice actor. His face became very popular for his recurring roles in season two of David Lynch's "Twin Peaks," on the TV series "Lois and Clark," in CBS series "Beauty and the Beast" and particularly as the character of Minister Campio on "Star Trek: The Next Generation." Also Jay voiced the villain Frollo in Disney's animated classic "The Hunchback of Notre Dame." He was nominated for a Daytime Emmy Award and an Annie Award for Best Voice Acting in an Animated Television Production for the TV series "Miss Spider's Sunny Patch Friends." His movies include the 1988 comedies "Twins" and "My Stepmother Is An Alien."
